mvmOS 0.37.1-beta: apps work as soon as they are installed

Installing an app with its own server routes no longer leaves it half-installed until mvmOS is restarted. As soon as the installation finishes, mvmOS loads that app public or desktop routes into the running server, so the app can answer its requests immediately instead of showing a missing-page error.
